ADMINISTRATIVE ACCOMPLISHMENT

Takbo Maharlika - The Pampanga PPO joined in the nationwide implementation of “Takbo Maharlika, Tungo sa Pagkakaisa” to initiate a “fun and cool” fitness project for all interested PNP personnel in the hope of bringing a national culture of fitness towards healthier and happier Philippines.

DISASTER RESPONSE AND RELIEF OPERATIONS

CLEAN UP DRIVE AFTER TYPHOONS “PEDRING” AND “QUIEL”

            This Office conducted clean- up drive in various school which were badly hit by typhoons “Pedring” and “Quiel”:

Personnel of PCRB, Pampanga PPO  assisted  the teachers in Candaba Elementary School in cleaning  the classrooms which were submerged by flood water during the devastation of the recent Typhoons Pedring and Quiel.

THANKSGIVING MASS AND BOODLE FIGHT WITH THE

PAF/ ARMY RESCUERS

 

PSSUPT EDGARDO G TINIO and COL. GREG CATAPANG, Bde Commander joined the personnel of this Office and the AFP troops in a thanksgiving mass after the disaster response conducted on various  municipalities hit by typhoons “Pedring” and “Quiel”. This was followed by a boodle fight in observance of the military/ police traditions and to further strengthen the camaraderie and brotherhood.


PROJECT KAYABE: KAYANAKAN YAMAN NING BALEN AT EHEMPLU LABAN QUENG DROGA (KABATAAN YAMAN NG BAYAN AT EHEMPLU LABAN SA DROGA): BEST PRACTICES

 

Project KAYABE, is a Demand Reduction mechanism conceptualized by the Pampanga PPO to effectively address the youth drugs dependency at the barangay level through the establishment of a strong counter organization among the youth sector of Pampanga. This project serves as a catalyst that creates a bandwagon effect among the various sectors of the society geared towards a drug-free community.

 

 

Project KAYABE, a commonly used Kapampangan word which means companion, a buddy or a friend emphasized the importance of the youth as the treasure of the society and the model of the citizenry in its quest to make the province a drug- free community.

 



At present, this Office have already have already established one (1) provincial chapter and twenty one (21) municipal/ city chapters in Pampanga with six hundred seventy seven (677) membership who are mostly SK Chairmen, SK Kagawads and Students from different Schools in the province.

RADIO PROGRAM: “PULIS.COM” (Police Unlimited Service to the Community)
AND OTHER MEDIA RELATIONS  ACTIVITY

On July 25, 2011, this Office successfully launched its radio program dubbed as PULIS.COM.  A MOA Signing with  Bright Light 99.1 FM Radio Station was also held on said date coinciding with the PCR Month Celebration held at Pampanga PPO, City of San Fernando, Pampanga.

PPO’s IMPLAN 05/2011 “PULIS KO, TITSER KO”

Through the implementation of the PPO’s IMPLAN 05/ 2011 “Pulis Ko, Titser Ko”coordination were already made with the Department of Education at the provincial/ municipal/ city level to effectively implement the said program. Likewise, various school visitations are now being conducted to include schools located in far-flung or mountainous areas where the katutubos or Aetas lives. The program which is founded on a Biblical doctrine that says "Train a child in the way he should go and when he grows up he will not depart from it", also aims to develop positive perception in the minds of the youth about law and order so that they become an integral part of nation building process when they grow up.


On October, 13, 2011, 9:00 A.M. PSUPT JHOANNA P ROSALES, Chief PCR Branch of this Office conducted a lecture on crime prevention at AMA Computer College (AMACC) Pampanga Campus located at OYG Building B. Mendoza St. City of San Fernando, Pampanga. Fifty (50) first and second year students and some faculty members participated in the said lecture.

OBSERVANCE OF THE NATIONAL DISASTER CONSCIOUSNESS MONTH (NDCM)

Thirty (30) personnel from this Office, headed by PSUPT JHOANNA P ROSALES, Chief, PCR Branch participated in the National Disaster Consciousness Month (NDCM)  Kick- Off Ceremony held at the Diosdado Macapagal  Government Center, Maimpis, City of San Fernando, Pampanga on July 1, 2011, from 6:00- 9:00 A.M.The theme for this year’s NDCM is “Makialam, Makiisa. Sa Pagsugpo sa Panganib may Maitutulong Ka”.

The activity started with a Eucharistic celebration officiated by Fr. Eligio Mativo, Regional Chaplain of PRO 3 at around 6:30 A.M. followed by a motorcade along the City of San Fernando. The activity, headed by Dir. Josefina Timoteo, Regional Director of the Office of the Civil Defense and Chairperson of the Regional Disaster Risk Reduction Management Council, is pursuant to Executive Order No. 137 with an intention to heighten public awareness on the importance of disaster prevention, mitigation and preparedness as the Philippines is highly susceptible to natural calamities such as typhoons, floods, earthquakes, landslides, volcanic eruptions etc.

BLOOD LETTING ACTIVITY

PSUPT JHOANNA P ROSALES, Former Chief, PCR donates blood during the Blood Letting Activity held at Bale Katimawan, Pampanga PPO.

 

A few days after the successful Blood Letting Activity and after it was featured in the local television network, Brgy Chairman Richard Malonzo and Brgy Councilor Rosalyn Uson  of Brgy  San Jose Malino, Mexico, Pampanga personally appeared to the Office of the PCR Branch (as shown in the picture) and coordinated to PSUPT ROSALES for the availability of Donor’s Card intended to their constituents namely Raymart Montoya, 20 YO and Liza Cayanan, 21 YO who are both in need of blood due to dengue and were confined at the Jose B Lingad Memorial Hospital (JBLMH) and Mother of Theresa Calcutta Hosiptal, respectively.

 

 

DIALOGUE WITH THE OFFICERS AND MEMBERS OF THE PHILIPPINE DENTAL ASSOCIATION PAMPANGA CHAPTER

To address the fear among dental practitioners brought about by the series of crimes subjecting dentists to molestation and robbery, this Office in coordination with Dr. Enrico Sunglao, President, Philippine Dental Association (PDA) Pampanga Chapter conducted a dialogue meeting with all the PDA officers and members in Pampanga on July 20, 2011 at Benigno Hall, Capitol, City of San Fernando, Pampanga. PSSUPT EDGARDO G TINIO, Provincial Director, together with DPDA, DPDO and Quad staff of this Office urged dentists to install closed-circuit television or CCTV cameras and employ male bodyguards after a rise in complaints from various parts of Luzon about a new modus operandi targeting dentists. The activity was conducted to preempt dental robbery incidents to proliferate in the province and to assure the dentists that the PPO has already instituted measures to prevent incidents victimizing dental practicioners. Also present during the said meeting was Hon. Lilia G. Pineda, Governor, Province of Pampanga who allotted an ample amount as reward money for the capture of the suspect responsible in dental robberies in Manila and in Mexico, Pampanga. PSSUPT TINIO immediately directed all the Chiefs of Police to reproduce and distribute copies of the facial composite of the suspect to all dental clinics and barangay officials.

 

PARTICIPATION IN THE MANILA BAY CLEAN UP, REHABILITATION AND PRESERVATION PROJECT -SYNCHRONIZED BARANGAY CLEAN-UP DRIVE

On July 23, 2011, 7:00 AM personnel of this Office led by the PSUPT HOMER M PENECILLA, Deputy Provincial Director for Operation participated in the Synchronized Barangay Clean-up Drive Program of the Department of Interior and Local Government (DILG).

  “BAON NI KULOT” PROGRAM

 

>>>>>>>The Pampanga PPO’s has also conceptualized the program for the Aeta brithers dubbed as “Baon ni Kulot”, the program aims to promote unity and “bayanihan” among PNP personnel and civilians by way of providing “additional financial support” to selected Aeta KAYABE members. KAYABE members, other civilians and PNP personnel are encourage to allot their extra money to a “coin bank” made out of “buho” pole, a bamboo specie abundant in some parts of the province. The program also promotes the use of indigenous and environment friendly materials for its coin banks.
                 
            At present, Lenier G Dela Cruz, SK Chairm an of Brgy Diaz, Porac, Pampanga and a KAYABE Porac Chapter member was chosen to be the first recipient of the program. Determined to finish his education, Lenier, a 15 year old young Aeta leader is now on his first year high school at Villa Maria High School, Porac. Second in a brooch of four, Lenier literally travels two (2) mountains (equivalent to 3 hours) on foot just to reach his school. His father is a farmer while his mother works at their barangay hall to earn an amount of Php 200.00 monthly.

            Through this program, the recipient will receive an ample amount to defray his daily school expenses (baon). Every MPS/ CPS and KAYABE Municipal Chapter shall be given coin banks that will be collected by this Office through the PCR Branch on a given period.

          This Office has again capture the hearts of the media based here in Central Luzon through this impact project. “Buho” pole coin banks will also be distributed in other government offices to solicit support.

 

PARTICIPATION IN THE EARTHQUAKE AND TSUNAMI PREPAREDNESS AND RISK REDUCTION FORUM

To prepare for and reduce risks from earthquakes and tsunamis. On March 28, 2011, this Office participated in the Earthquake and Tsunami Preparedness and Risk Reduction Forum of Director Renato U. Solidum Jr. of the Philippine Institute of Volcanology and Seismology and sponsored by the Pampanga Chamber of Commerce and Industry, Inc. (PAMCHAM)

MEDICAL MISSION AT PORAC COMMUNITIES

 

On May 21, 2011, joint Pampanga PPO, Porac MPS headed by PCINSP RYAN DAVID, Chief of Police and the LLL Construction Company held a medical mission at Brgy Sapang Uwak, Porac, Pampanga. More than seventy (70) Aetas were provided medical services and received appropriate medicines.

440TH ”ALDO NING KAPAMPANGAN” AND 1ST “ALDO NING
KAPULISAN” ON DECEMBER 2011

This Office participated in the yearly celebration of the Pampanga Day which started on December 6, with the opening of a trade fair along the Jose Abad Santos Avenue (6:00 a.m.).  Various activities highlighted the celebration which includes the “Aldo ning Kapulisan” or  A day for the Philippine National Police (PNP) wherein PNP talents on singing and dancing were showcased in a one whole day affair held at the Bren Z Guiao Convention Center, City of San Fernando, Pampanga. For the first in the history of Pampanga, cadets of PNPA and members of the Philippine Army Parachute team were invited to showcase their skills in rifle exhibition and skydiving, respectively. PCI JOHN CLARK, COP Macabebe MPS joined the PAP Team for his first jump as new graduate of Airborne Course taken at Fort Magsaysay, Nueva Ecija. PNP dependents were among the spectators of the event.

PNP/ AFP Actions Centers (PAACs)

Enthused by the successes of the JPSCC, the PNP/ AFP Actions Centers (PAAC) was conceptualized to address peace and order concerns along the major boundaries of the province. Through the joint efforts of this Office, the 703rd Bde under COL GREGORIO PIO CATAPANG, Commander and the Provincial Government of Pampanga headed by HON. LILIA G PINEDA, Governor, Three (3) PAACs were initially established in the municipalities of Arayat, Mabalacat and Magalang. These PAACs are now being manned  by one (1) Team PPSC personnel and Four (4) 703rd Bde PA personnel, each, led by an Officer as Team Leaders, as follows:

 

a)  PAAC Arayat                   -  PINSP LIBERT MAGBITANG;

b)  PAAC Magalang                        -  PINSP DANIEL FERNANDEZ; and,

 

c)  PAAC Mabalacat            -  PSINSP PHILIPP JOHN PINEDA.

Said PAACs is under the close supervision of PSUPT BERNARDO PEREZ, Coy Commander, PPSC and MAJ RANDY PAGUNURAN, Operations Officer, 703rd Bde. On the on the other hand, the establishment of Six (6) other PAACs in the following municipal boundaries is now being worked out:

a)  Apalit (Barangay TBDL) boundary Calumpit, Bulacan;
b)  Brgy Pulong Plazan,  Candaba boundary Baliuag, Bulacan;
c)  Floridablanca (Barangay TBDL) boundary Dinalupihan;
d)  Lubao (Barangay TBDL) boundary Dinalupihan, Bataan;
e) Mexico (Barangay TBDL) boundary NLEX, City of San Fernando;   and
f)   Porac (Barangay TBDL) boundary Angeles City.
    
Joint trainings are also being conducted by this Office together with the AFP counterparts to enhance inter- operability especially during disaster. Orientation Seminars on PNP Operational Procedure (POP) and First Responders are also being held to 703rd Personnel manning the PAACs.
                       
At present, three (3) PAACs were already activated through the benevolent support of the provincial government headed by Hon. Lilia G Pineda, Governor who provided PhP 1.2 Million for the construction of three (3) PAAC headquarters and an addition PhP 1 Million for the procurement of three (3) H100 Hyundai back to back and various equipment.

ORGANIZATION OF THE PAMPANGA JUNKSHOP FEDERATION AND MUNICIPAL JUNKSHOP ASSOCIATIONS

INITIATIVES TO ADDRESS DAGA-DAGA GANG

Due to the series of robbery and foiled robbery in the province caused by the so-called “Daga-Daga” Gang using the manholes and drainage systems as their entry-exit points to their prospected banks/pawnshops and other business establishment, this Office took the initiative and directed the Chiefs-of-Police to conduct inspection to the manholes/drainage systems near a business establishment especially those of banks/pawnshops.

 

 

COPs were also instructed to conduct dialogue with bank/pawnshop owners and
managers of the modus of said group
