           Pampanga PPO under the leadership of PSSUPT OSCAR D ALBAYALDE is intensifying its OPLAN SITA to address the Carnapping incident in Pampanga. On July 05, 2013, OIC Albayalde during the Case Management of all Carnapping Incidents in Pampanga,  gave instruction to the Chiefs of Police to address the problem through vigorous police operations, police presence in the streets and continous set up of checkpoints in strategic places.

          At around 7:30 am on July 06, 2013, at Yabut Apartment Chico St. Barangay Moras Dela Paz, Sto Tomas, Pampanga wherein the three suspicious vehicles: (1) Mitsubishi Adventure GLX color red with conduction sticker BV-6945, (2) Honda Hunch Back color white and (3) Toyota Corolla black, without plate numbers and the apprehended suspicious persons/suspects involved were identified (1) ALFRED LORENZE RAMOS y SALVADOR, 15 years old, minor and resident of Yabut Apartment  Chico St. Barangay Moras Dela Paz, Sto Tomas, Pampanga, (2) MARK JOSEPH TOMIAS y YARES, “alias MARK”, 21 years old, single of 9 St. 11 Ave. Caloocan City, (3) KIM HOHN QUIAMBAO y NAGUIT, 20 years old, single of San Vicente Atba, Sto Tomas, Pampanga and (4) JAMES ZOZINO y PORTILLO, 16 years old, single of Barangay Maasim, Iloilo City were recovered/apprehend by this office.

            Investigation conducted disclosed, that on or about the stated time, date and place of occurrence, while the apprehending officers: PO1 ODILON S TARGA and PO1 LAURO P ARENAS with the knowledge of the undersigned was then conducting covert/intel police operation, spotted the Mitsubishi Adventure GLX without plate number onboard the four (4) male suspects entered at said Yabut Apartment Compound then the two (2) of the four (4) male suspects alighted and sleep inside the Honda Hunch Bach. Immediately thereafter, the police mobile car of this office was called to use as marked vehicle in conducting PNP Oplan Sita. Upon reached of said mobile car  and in courteous manner, arouse and questioned the suspects referring to their suspicious attitude, right there and then failed to justify their suspicious manner  and same, no any documents presented referring to the vehicles recovered upon demand. Suspects were placed under arrest when properly appraised to their constitutional rights (RA 7438) and brought to Sto. Tomas MPS together with the recovered suspicious vehicles, several mechanic tools, number of car keys and two (2) identical license plates WRV 381 for verification and appropriate action.
