LUBAO COP: PNP- COMMUNITY PARTNERSHIP, A KEY TO CRIME PREVENTION

PNP-Community collaboration on the maintenance of peace and security proved successful in the municipality of Lubao. With the recent operational accomplishments of Lubao Municipal Police Stations led by PSUPT ARNOLD PALOMO, Chief of Police, crime prevention techniques being implemented, through community partnership, now makes crime more difficult for the offender, citizen’s crime watch now easier for residents and feeling of safety more widespread in the said municipality.

Through the effort and vigilance of one Joselito Guanlao, who immediately reported a Theft incident to Lubao MPS and even attempted to run after the five (5) suspects who carted away Twelve (12) cockfighting roosters in a farm in San Jose Apunan, Lubao, Pampanga where he is currently employed, two (2) of the five (5) perpetrators were arrested at an instant.

Said Theft case transpired on the early morning of June 1, 2012 at the farm of Mr. Luisito Guanlao, Overseas Filipino Worker and a resident of San Jose Apunan, Lubao, Pampanga. Suspects identified as Jonie PAULE @ DAGS, 33 yrs old, single; Joel PAULE, 39 yrs old, married, farmer and three (3) other companion identified as: Jessie CASTRO @ Sadam; Rollyber MENDOZA @ Barok; and a certain AKA Boy-Boy CASTRO, all resident of Purok 9, San Pedro Saug, Lubao, Pampanga. These Five (5) suspects entered the said farm and carted away Twelve (12) cockfighting rooster and placed it inside sacks. After which, suspects fled onboard a tricycle with unknown plate number. Witness (Joselito Guanlao) attempted to run after the suspects Jonie Paule and Joel Paule who alighted from the said tricycle at Brgy Remedios, Lubao, Pampanga and rode on a Genesis Bus going to the direction of Manila. Upon reporting of the said incident, personnel of the Lubao MPS and the Regional Public Safety Battalion, 1st Maneuver Coy based in Brgy Sto Tomas, Lubao were able to flagged down the said bus during their established checkpoint along National Highway, Sto Tomas, Lubao. Guanlao then positively identified and pinpointed the Two (2) suspects, Joel and Jonie PAULE. On the other hand, other Three (3) suspects managed to elude arrest. Case was immediately filed against them.

Also on June 1, 2012, a witness balut vendor identified as Ronnie CALARA of Quezon, Sta Cruz, Lubao positively identified one (1) of the suspects in the robbery of GO-RE-MI General Merchandize Store, owned by GERRY LEE, Chinese businessman and a resident of Sta Cruz, Lubao. In a report reaching the Office of PSSUPT EDGARDO G TINIO, Provincial Director, suspects entered the said store thru a window covered by screen and took more or less fifty (50) pieces assorted cellular phones worth of more or less Php 60,000.00 and cash amounting to Php 25,000.00 in different denominations. During the course of follow- up operation conducted by Lubao MPS, one of the suspects identified as Jomar SUNGA y Bustos, 18 yrs old, single, construction worker and a resident of Remedios, Lubao, Pampanga was arrested.

Ronnie CALARA, balut vendor reported that he saw three (3) malefactors roaming around the vicinity of said store the night prior to the incident and positively identified one Jonathan Edward DABU a.k.a BUNSO of Quezon, Sta Cruz, Lubao as one (1) of the suspects. On June 1, 2012 Lubao police together with the chief bantay bayan conducted follow-up police operation at the resident of Jonathan DABU. The latter, who served as the lookout then revealed his cohorts, Daniel DELA PENA @BUNSO of Osmena St., Sta Cruz, Lubao as the mastermind together with Jomar SUNGA of Brgy Remedios, Lubao and Mike Anthony DE GUIA of Quezon, Sta Cruz, Lubao. Police were able to locate Jomar SUNGA who voluntarily surrendered the bag with looted items from the store of Mr LEE as follows: Four (4) portable PSP; five (5) pcs adaptor memory cards; twelve (12) assorted cellular phones and one (1) DVD portable player. Case was filed against the suspects

On May 23, 2012 at about 10:00 PM, one team of Lubao MPS led by PSINSP GERMAN A PASCUA II conducted dragnet operation and checkpoint along the National Highway in the vicinity of Sto Tomas, same municipality for possible apprehension of suspect(s) and recovery of an alleged carnapped HONDA Wave motorcycle bearing plate number 7851 CQ which was reportedly stolen in Floridablanca, Pampanga. At about 10:30 PM of same date, carnapped motorcycle was spotted being driven by one (1) Banjo CAPULI y Bagason, 18 yrs old, jobless and a resident of Sto Tomas, Lubao. This successful operation stemmed from the information tipped off by a concerned citizen. Case was turned over to Floridablanca MPS for appropriate action.

True to its adage, Crime Prevention is a Herculean task, but it has to be done as long as there are people willing to help. PSSUPT TINIO immediately commended the Lubao MPS personnel led by PSUPT PALOMO and the involved civilians for a job well done.***
