True to its adage, personnel of Lubao Municipal Police Station (MPS) headed by PSUPT RICARDO DAVID, Chief of Police (COP) while conducting patrol operations along Jose Abad Santos (JASA) within Concepcion, Lubao quickly responded to a major vehicular accident involving two (2) vehicles transpired in the afternoon of Saturday. Five (5) victims, including the drivers were immediately evacuated by the responding elements to the nearest hospital. Also, during the said response, police recovered two (2) firearms in one of the involved vehicles.

In a report reaching the Office of PSSUPT EDGARDO G TINIO, Provincial Director, Pampanga PPO, PSUPT DAVID stated that at around 2:40 P.M. on March 10, 2012, One (1) beige Toyota Lite Ace van bearing plate number UFU 404, registered to Eusylyn C. Guarte (one of the passengers) of Makati City and driven by Teodoro V Manangan, self employed, 35 y/o, married and a resident of 90 Calapandayan, Subic, Zambales while traveling along said road heading towards City of San Fernando, Pampanga (Northeast) coming from the direction of Bataan (Southwest) went out of its lane and bumped head-on to a white Isuzu passenger van bearing plate number RRR14, registered to one Rogelio Ramos Jose of Brgy Natividad, Guagua, Pampanga and driven by Ross M Hernandez, 38 y/o, single and a resident of Sta.Monica, Lubao, Pampanga which was then traveling  on the opposite direction.

As a result, both vehicles incurred major damages and serious injuries to both drivers, Teodoro Manangan (Lite Ace van) and Ross Hernandez (Isuzu van) and to the three (3) passengers of the Lite Ace van namely: 1) Mary Grace P Tagines, 25 y/o from Bicutan, Taguig City; 2) Eusylyn C. Guarte, 37 y/o of Makati CIty; and, 3) Marcita B Ruaza, 39 y/o also from Makati City. They were immediately brought to Escolastica Romero District Hospital, Lubao for medical treatment, but driver Manangan was pronounced dead on arrival by the attending physician, Dr. Alvin Bondoc.

SFO1 Celso Cuyugan of the Bureau of Fire Protection (BFP) also responded at the place of incident. During the course of ocular investigation at the scene of accident, PSUPT DAVID and his men recovered one (1) cal .45 Armscor pistol with SN 1257939, three (3) magazine assembly for  cal .45 loaded with 11 live ammos, 152 empty shells for cal .45 and one (1) improvised homemade pistolized shotgun inside the said Toyota Lite Ace van. Said firearms are now being subjected for further verification by Lubao MPS.

Some of the injured persons were later on transferred to Jose B Lingad Memorial Hospita (JBLMH), City of San Fernando, Pampanga while cadaver of the deceased driver was transferred to CS Velasquez Funeral.

With the motto: “ALERTONG PULIS, KUNG UMAKSYON MABILIS!”, Pampanga PPO is also swift in commending its personnel for exemplary work in the performance of their duty. The following day, March 11, 2012, PSSUPT TINIO personally commended the men and women of Lubao MPS during his visit at said station for their quick response to the incident. The lives of the injured victims may have been put to a greater risk if they were not immediately rescued and evacuated to the nearest hospital.
