SUSPECT NABBED FOR UTILIZING MINORS ON CRIMINAL ACTIVITIES

The Pampanga PPO under the leadership of PSSUPT EDGARDO G TINIO, Provincial Director expressed alarm over the rise of minors being used by suspected criminal syndicates in their nefarious activities like robbery/ “akyat-bahay”, illegal drugs and carnapping activities. With this, directive was given to all Chiefs of Police (COPs) to exert more effort and implement various measures to contain crimes and other lawlessness in their respective areas of responsibility in coordination with the LGU and concerned government agencies such as the DSWD. Also, COPs were directed to conduct dialogue with the parents in order to forwarn them on this modus operandi.


Relatedly, one Jake DIAZ @ Pisok was arrested by the Provincial Intelligence Branch headed by PSUPT MADZGANI MUKARAM over the weekend in Barangay Cutud for violation of RA 7610, an Anti- Child Abuse Law.


The arrest stemmed from a complaint lodged by one JOHNNY DELA CRUZ (Not his real name), a resident of Brgy. Cutud, CSFP accompanied by members of Local SCAN of the Iglesia ni Cristo on June 17, 2012 .The complainant (DELA CRUZ) claimed that at about 2:00 PM of said date, @ Pisok approached his two (2) son namely Mark and John Dela Cruz (Not their real name) who are both minors and asked them to go with him for his supposed plan to rob an establishment in the City San Fernando, Pampanga. When the 2 minors refused, the suspect allegedly punched Finc Dela Cruz in the head and threatened them. This prompted the minors to inform their father.
         

Together with the complainant, personnel from PIB Pampanga PPO immediately accosted @ Pisok while betting in an illegal cockfighting at the said barangay. When informed of the complaint lodged against him, the latter voluntarily submitted himself for investigation.

During a confrontation and in the presence of personnel from Women and Children Protection Desk, the two (2) minors positively pinpointed Jake Diaz aka “PISOK” as the person who harassed and harmed them not only on that day but on several occasions where they were coerced to go with him and were forced to commit some robberies (akyat-bahay) together with three (3) other minors, all of the same barangay. Said minors assisted by their respective parents/guardians manifested their intention to file formal charges against the suspect.

        Listed are some significant revelations of the minors that they were utilized by the suspect in committing several criminal activities in the areas of Mabalacat, Magalang, Lubao, Mexico, Arayat and in some part of the provinces of Neuva Ecija and Bulacan and Metro MAnila:

  1. Hardware Robbery Break-in in Mabalacat, Pampanga area;
  2. Hardware Robbery at Cabiao, Nueva Ecija;
  3. Grocery Breakin at Magalang, Pampanga;
  4. Hardware Break-in at Malolos, Bulacan area;
  5. Hardware Break-in at Sindalan, CSFP;
  6. Hardware Break-in at Avenida, Manila (Parañaque);
  7. Hardware Break-in at Avenida, Manila;
  8. Hardware Break-in at Angeles City, Pampanga;
  9. Hardware Break-in at Arayat, Pampanga;
  10. Grocery Break-in at Mexico, Pampanga;
  11. Auto Supply Break-in at Dau, Mabalacat, Pampanga;
  12. Auto Supply Break-in at  Lubao, Pampanga; and
  13. Other places unknown or not familiar to the minors.

Charges for violation of RA 7610 was filed against Jake DIAZ @ Pisok before the Pampanga Provincial Prosecutor’s office under Hon Alexandro Lopez, Assistant Provincial Prosecutor with NPS Docketed Number III-13-INQ-12F-00218 while the minors were turned over to the DSWD.***
